Rachel Lacoe

Rachel Schuler serves as the Director of Housing & Neighborhood Services for the City of Wilmington, NC, since November 2023. Prior to this role, Rachel held various positions in New Hanover County, including Community Planning Supervisor, where responsibilities included leading the long-range division to implement the Comprehensive Plan and developing a housing division focused on affordable housing initiatives. Rachel also worked as a Workforce Housing Planner, providing guidance to the Workforce Housing Advisory Committee. Earlier experiences include roles as Community Development Analyst and Specialist for the City of Wilmington, as well as Development Coordinator for Cape Fear Habitat for Humanity, and Community Outreach Coordinator for Cape Fear Literacy Council. Rachel holds a Master’s degree in Public Administration from Marist College and a Bachelor’s degree in American History from the State University of New York at Oswego.
