John Piper serves as the Deputy City Manager for Public Safety for the City of Winchester, Virginia, overseeing departments such as Fire & Rescue, Police, Social Services, and Emergency Management since September 2017. Prior to this role, John Piper held various leadership positions at the Fairfax County Police Department, including Chief of Police and Director of the Fairfax County Criminal Justice Academy. With extensive experience in public safety and law enforcement, John Piper has managed large teams, developed community-oriented policing initiatives, and led significant investigative and operational strategies.
