Frances McMullan has extensive experience in municipal management, currently serving as Interim City Manager for the City of Ypsilanti since 2007, where responsibilities include overseeing the administration of city affairs and directing various departments. Previously, Frances held the roles of City Clerk/Deputy Treasurer, maintaining official records and supporting the City Council. Prior experience includes service as a Deputy Clerk and various management roles at the City of Ann Arbor. Frances holds a Bachelor of Science in Public Law and Government/Public Administration from Eastern Michigan University and a Master's degree in Business Management from the University of Phoenix.

Historic Ypsilanti is a community of 22,000 in southeast Michigan. Ypsilanti is the home of Eastern Michigan University, as well as the Michigan Automotive Heritage Museum, Michigan Brewers Guild Summer Festival, Michigan ElvisFest, and the Shadow Art Fair. Ypsilanti's business community is a mixture of traditional manufacturing firms with small arts- and tech-based companies.
