Joey Pennybaker Osborn

Joey Pennybaker Osborn is an accomplished professional with a diverse background in public service, education, and entrepreneurship. Currently serving as an At-Large Representative on the City Council of Zanesville, Ohio since January 2016, Joey actively represents the city's citizens. As co-owner and photographer at Osborn Photography since January 2008, Joey specializes in various photography services, including senior portraits and wedding packages. Previous experience includes serving as the Director of Youth Program & Development Director at Eastside Community Ministry, where Joey focused on poverty alleviation and community support, and as Co-Owner of The Java House, which offered food and live entertainment. Joey has also worked in scholarship coordination at Muskingum County Community Foundation and as a Community Development Specialist at RFG Associates, Inc. Educational qualifications include a Master of Arts in Early Childhood Education from Muskingum College and a Bachelor of Arts in Psychology and Philosophy from Denison University.
