Allison Halron

CFO at Clayton County Water Authority

Allison Halron is the current Chief Financial Officer at Clayton County Water Authority. Allison has previous experience as the Finance Director, Loan Operations at Georgia Environmental Finance Authority (GEFA) from April 2010 to August 2014. During their time at GEFA, they managed a staff of four to cover all aspects of loan operations, lending capacity (cash) and reporting for a nearly $2 billion credit portfolio consisting of more than 780 construction to permanent loans to over 300 municipalities throughout Georgia.

In addition to reviews or performing all credit analysis for new funding (total of $900 million to date), Allison also initiated a “consultative underwriting” approach walking applicant through cash flow analysis and debt service requirements. Allison supervised annual review analysis and loan compliance of all communities in portfolio, managed loan servicing including customer service calls and processing of 600+ monthly transactions including new loan set-up, construction disbursements, monthly payments, and loan payoffs. Furthermore, Allison supervised compliance of bond indentures for three GELAC issues including monthly and yearly reporting to trustee on collateral loans and calculations and maintenance for the debt service reserve.

During their time at GEFA, Allison also implemented a new loan servicing system, including identification and correction of previous processing and entry errors and software interest accrual inaccuracies. Allison also instituted electronic document management and bank loan documentation processes, as well as re-engineered the organization’s Key Performance Indicators and lending capacity models; developed a portfolio reconciliation model.

Allison Halron has an MBA in Finance from Emory University - Goizueta Business School, a BS in Accounting from Shepherd University, and is certified as a Chartered Global Management Accountant (CGMA), Certified Management Accountant (CMA), Certified Public Accountant (CPA), and Certified Information Technology Professional (CITP) from the Chartered Institute of Management Accountants, the Institute of Management Accountants, the State of Maryland, and the American Institute of Public Accountants, respectively.
