Julian Mendez has a diverse work experience starting from 2013. Julian began their career as an Office Assistant I at Clerk of Court & Comptroller, where they worked from August 2013 to June 2017. Julian then transitioned to the role of a Procurement Analyst from June 2017 to March 2021. Following this, Julian served as a Procurement & Facilities Supervisor from March 2021 to May 2022. Julian then took on the role of Associate Director | Operations, Safety, Fleet Management from May 2022 to May 2023. Currently, Julian holds the position of Director of Procurement & Operations at Clerk of Court & Comptroller, starting from May 2023. Additionally, they are a Member of Emerging Leaders of Tampa Bay, where they have been actively involved since March 2021.
Julian Mendez completed their Bachelor of Science degree in Business, Management, Marketing, and Related Support Services at the University of South Florida from 2017 to 2020. In addition to their degree, they obtained various certifications including "How to Build Credibility as a Leader," "Leadership Mindsets," "Leading Effectively," and "Improving Your Leadership Communications" from LinkedIn in 2023. Julian also received the "Core Certificate: Foundations of Planning & Analysis," "Core Certificate: Foundations of Sourcing & Contracting," and "Core Certificate: Foundations of Strategy & Policy" from Badgr (now part of Instructure) in 2022. Furthermore, they obtained the "Safety Director Certificate" from the National Association Of Safety Professionals in 2022. Prior to these certifications, Julian Mendez completed the "USF Modern Management Tools Certificate" and the "Diversity, Equity and Inclusion in the Workplace Certificate" from USF Corporate Training and Professional Education in 2021.

Our current Clerk is Cindy Stuart. The Clerk is committed to protecting and preserving the public trust. The Hillsborough County Clerk of Court & Comptroller provides a wide range of vital services to the public. Electronically certified records, adoptions, marriages, divorces, criminal and civil records, deeds and foreclosures, passport applications and alimony payments are just some of the array of services the Office provides. Above all, the Clerk’s Office is committed to integrity, transparency and accountability. An elected Clerk of Court has been a part of the Florida Constitution since 1835, and it is rapidly changing to meet the demands of the digital citizen. A technological revolution is transforming the organization office, including millions of court records filed electronically in just the past few years. The IT Department has played a crucial role in making this happen. Financial Watch: As Comptroller, the office serves as an independent watchdog over Hillsborough County finances. It conducts annual audits and safeguards hundreds of millions of dollars in county funds. It handles the payroll for Hillsborough County government and it pays the bills. It tracks thousands of pieces of county-owned equipment. It delivers the mail to over 250 locations at all county offices. Clerks keep the minutes of every Hillsborough County Commission meeting and the Value Adjustment Board. Supporting our Courts: Court Clerks protect 13th Judicial Circuit Court records, swear in witnesses, and record evidence at trials. They collect court-ordered fines, fees, and costs - a portion of which supports our operations and that of other Clerks around the state. The Office also supports one of the foundations of Democracy by summoning thousands of jurors every year.
