Thaer Baroud

Thaer Baroud has extensive work experience in the field of health care research and policy. Thaer currently serves as the Principal at Cloud Harbor Economics LLC, where they work with various partners and clients, including government agencies such as CMS and ASPE. Prior to this, Thaer held the position of Vice President, Strategic Analytics at the Maryland Hospital Association from 2014 to 2021. Thaer also worked as a Senior Data Scientist at Delmarva Foundation for Medical Care, Inc. & Delmarva Foundation of the District of Columbia, where they directed analytic services for CMS contracts and provided training and leadership to the analytic team staff. Thaer's earlier roles include Senior Research Analyst and Senior Statistical Analyst - Health Outcomes Researcher at Arkansas Foundation for Medical Care, where they worked on health outcomes research, and Senior Epidemiologist at the Arkansas Department of Health, where they collected and analyzed epidemiologic surveillance and program evaluation data for public health programs. Thaer also served as a Consultant Epidemiologist at the University of Arkansas for Medical Sciences.

Thaer Baroud obtained a Bachelor's Degree in Science in Nursing (BSN) from Bethlehem University in 1989-1993. Thaer then pursued a Master's Degree in Health Services Administration from the University of Arkansas at Little Rock from 1997-1999. Thaer Baroud further their education by completing a Master's Degree in Applied Gerontology from the same university in 1999-2001.
