Tom Dykes has extensive experience in human resources management, having held key positions since 2000. Current roles include Human Resources Manager at the U.S. Coast Guard Community Services Command since February 2020, leading human resources initiatives and enhancing operational efficiency. Prior to this, Dykes managed HR at the Foodbank of Southeastern Virginia and the Eastern Shore, focusing on strategic HR planning to support the organization's mission. Additional experience encompasses roles at Southern Bank and Trust Company, where Dykes facilitated staff transitions post-FDIC takeover, and at the Bank of the Commonwealth, streamlining HR functions in coordination with executive management. Dykes began a career in the field as a Human Resource Generalist at Raytheon Technical Services Company, involved in recruitment and staffing for various programs. Educational background includes a Bachelor of Science in Business Administration and Management from Florida State University, obtained between 1976 and 1980.

The Coast Guard Community Services Command (CSC) was commissioned on March 26th, 2009 with its headquarters located in Chesapeake, Virginia. CSC is comprised of the Coast Guard Morale, Well-Being and Recreation (MWR) program and the Coast Guard Exchange System (CGX). The Coast Guard MWR and CGX programs are considered vital nonpay compensation programs that have responsibilities in taking care of those who protect and defend the homeland. Our responsibility is to help ensure the mission readiness and retention of our Coast Guard military members and the Coast Guard family. CGX provides quality merchandise and services at a savings to the military member and their families as well as other authorized patrons and provides a dividend to help fund Coast Guard MWR programs worldwide. Over the past 10 years, CGX has contributed over $23 million to Coast Guard MWR programs! MWR activities are varied and diverse and include fitness centers, gymnasiums, picnic areas, community centers, movie theaters, food and beverage operations, golf courses, child development centers, recreational lodging, bowling centers, and information, ticket, and tour activities, just to name a few! Every day at CSC, we are dedicated to improving the quality of life and well-being of every military member and their family whether through CGX or through MWR – CSC is there ready to serve.
