Carter Frank is an experienced professional with a diverse background in various roles. Carter started their career as a Therapist at Catholic Services for Children & Youth in 1994, where they coordinated client assistance and collaborated treatment plans for mental health and social service agencies. Carter then worked as a Senior Therapist at Biblical Christian Counseling Ministry, overseeing the supervision and training of counseling staff and conducting intensive training sessions.
In 2002, Carter joined Homeland Security Corp, first as an Assistant Regional Manager, supervising field monitoring for instructors and extending coverage to a large student population. Carter later became the Chief Business Development Officer & Special Projects Director, overseeing full-scale proposal development efforts and implementing business development initiatives.
Moving on, Carter worked as a Senior Lead Therapist at PremierCare, Inc., conducting group therapy sessions for senior adults struggling with mental illness. Carter then held roles at Sterling Medical Staffing Group and Goldbelt Glacier Health Services, where they provided oversight and management for mental health programs serving military service members across multiple sites.
From 2014 to 2019, Carter served as a Senior Research Scientist at SAIC, consulting and advising government agencies in program evaluation for psychological health and TBI-related programs. Carter established guidelines and conducted training to enhance program evaluation capabilities.
More recently, Carter worked at AFSC/Magellan Federal as a Senior Manager, providing management and operational oversight for mental health initiatives within the DoD and government helping agencies. Carter was responsible for planning and controlling costs for a major government contract.
Currently, Carter is employed at Oracle, where they serve as a Senior Manager, responsible for strategy, governance, and quality measurement for the Veteran's Administration (VA) Electronic Health Record Modernization initiative.
In 2023, Carter is set to join Cognosante as the Director of Operations, Military Health.
Carter Frank has a diverse education history. Carter obtained an M.S. in Management Information Systems from the University of Arizona between 1986 and 1988. In 1992 to 1994, they pursued an M.A. in Counseling from Asbury Theological Seminary. Prior to that, between 1977 and 1981, they completed a B.S. in Mathematical Sciences from Baylor University. Additionally, Carter Frank holds certifications as a Project Management Professional from the Project Management Institute, which they obtained in March 2018, and as a Licensed Professional Clinical Counselor from the Illinois Department of Financial and Professional Regulation, which they obtained in March 1998.
