Tom Williver, CPM, currently serves as the Construction Observation Manager at Colliers Engineering & Design since June 2022. Previously, Tom held the position of Chief of Police at the Chester Township Police Department from August 1999 to September 2022, and prior to that worked as a Patrolman at the Morris Plains Police Department from August 1996 to August 1999. Tom's earlier experience includes serving as an Aviation Electrician's Mate 3rd Class in the U.S. Coast Guard from August 1989 to September 1993. Tom holds a Master of Arts in Leadership and Public Administration from Centenary University.
