Tess Hall is an accomplished professional currently serving as Chief Advisor at the Commerce Commission since July 2024. Prior to this role, Tess held multiple leadership positions at Ofgem from 2014 to 2024, including Head of Electricity Connections, Head of Transformation Delivery, and Head of Retail Compliance, among others. Tess demonstrated expertise in policy development, stakeholder engagement, and team performance, notably building cohesive teams and establishing frameworks for success in various capacities. With a strong background in energy systems and compliance, Tess has contributed significantly to organisational change projects and strategic priorities within Ofgem. Educational qualifications include a Master of Science in Applied Economics from Strathclyde Business School, an MSc in Clean Technology from Newcastle University, and a BSc in Geography from The University of Edinburgh.

Commerce Commission
The Commerce Commission is New Zealand’s competition, consumer and regulatory agency. We play a crucial role in ensuring New Zealand’s markets are competitive, consumers are well informed and protected, and sectors with little or no competition are appropriately regulated. The Commission is an independent Crown entity responsible for enforcing laws relating to competition, fair trading, and consumer credit contracts. We also have regulatory responsibilities in the electricity lines, gas pipelines, telecommunications, dairy and airport sectors. Our vision is that New Zealanders are better off because markets work well and consumers and businesses are confident market participants.
