Roxanne Kelley

Deputy Secretary, Corporate and Foreign Investment Group at Commonwealth Treasury

Ms Roxanne Kelley joined the Department of the Treasury on 16 March 2020 as Deputy Secretary Corporate and Foreign Investment Group. The Group delivers strategic advice and high quality services including information technology, communications, parliamentary services, finance, people management and risk management to the department, portfolio Ministers and agencies. It is also responsible for foreign investment policy, investment proposals, compliance, and supporting the Foreign Investment Review board.

Prior to this, Roxanne was Chief Operating Officer Services Australia (previously the Department of Human Services). Roxanne was responsible for departmental strategy and transformation, governance, ministerial and parliamentary services, and corporate functions including Finance, HR, audit, legal, procurement and communications.

Preceding this Roxanne was Chief Operating Officer at the Department of Social Services and before that, Deputy Secretary People at the Department of Defence. Roxanne has also worked in the Australian Customs and Border Protection Service and Centrelink. Before joining the Australian Public Service, Roxanne worked in the Queensland State Public Service for 19 years in the social welfare area.

Roxanne has a Bachelor of Speech Therapy (University of Qld) and an Executive Masters of Public Administration (ANU). Roxanne is also a Graduate Member of the Australian Institute of Company Directors. Roxanne was awarded the Public Service Medal in January 2017 for her substantial contribution to the reform efforts to improve the efficiency and effectiveness of the Department of Defence.
