Ruth W. Kariuki is an experienced professional with a robust background in finance and project development within the telecommunications and public sectors. Currently serving as a Project Development Officer at the Communications Authority of Kenya since June 2016, along with the role of Monitoring and Evaluation Officer, Ruth also holds the position of Vice Rapporteur for the ITU-D Study Groups Question 3/1, focusing on the use of telecommunications/ICTs for disaster risk reduction and management since December 2022. Prior to these roles, Ruth acted as the Chief Finance Officer at the Ministry of Lands, Public Works, Housing, and Urban Development from May 2013 to June 2016 and worked as a Finance Officer for the Government of Kenya from December 2009 to May 2013. Educationally, Ruth obtained a Master of Science in Finance from the University of Nairobi in 2014 and a Bachelor's degree in Accounting and Finance from the University of Eastern Africa Baraton in 2007, following secondary education at Limuru Girls High School from 1998 to 2001.

The Communications Authority of Kenya (CA) is the regulatory agency for the communications sector in Kenya. Established in 1999 by the Kenya Information and Communications Act, 1998, the Authority is responsible for facilitating the development of the information and communications sectors including; broadcasting, cybersecurity, multimedia, telecommunications, electronic commerce, postal and courier services. This responsibility entails: Licensing all systems and services in the communications industry, including; telecommunications, postal, courier and broadcasting. Managing the country’s frequency spectrum and numbering resources. Facilitating the development and management of a national cyber security framework. Facilitating the development of e-commerce. Type approving and accepting communications equipment meant for use in the country. Protecting consumer rights within the communications environment. Managing competition within the sector to ensure a level playing ground for all players. Regulating retail and wholesale tariffs for communications services. Managing the universal access fund to facilitate access to communications services by all in Kenya. Monitoring the activities of licensees to enforce compliance with the licence terms and conditions as well as the law.
