Simon Cao

Simon Cao is an experienced legal professional currently serving as Headquarters Counsel for the Communications Workers of America since June 2023. Prior to this role, Simon worked as an Attorney at the Federal Labor Relations Authority and held positions as a Peggy Browning Fund Fellow with both the American Federation of Teachers and the American Federation of State, County and Municipal Employees. Simon's extensive background in labor relations includes advocacy as a Staff Representative for the Albuquerque Teachers Federation, where significant compensation and benefits were secured, as well as serving as Chief Negotiator for the Autonomous Workers Union. Simon has contributed to academic settings as an Executive Editor of External Communications for the Penn State Arbitration Law Review and as an Academic Advisor at Mt. Hood Community College. Simon holds a JD from Penn State Law, a Master's in Applied Sociology, and a Bachelor's in Sociology and Anthropology from New Mexico Highlands University.
