Dr. Omar Almuthanna began their work experience in 2002 as a Cardio-Thoracic Surgeon at Dubai Health Authority, where they worked until 2006. DR. OMAR then joined Dubai Healthcare City in 2007 as the Head of Licensing, a position they held until 2008. In 2008, they became the Chief Executive Officer at the Community Development Authority, where they currently work.

Dr. Omar Almuthanna's education history includes a Doctorate in Medicine from Universidad Iberoamericana, obtained from 1995 to 1999. Prior to that, they completed a Pre-Med program in Medicine at the University of Missouri-Kansas City School of Medicine from 1992 to 1995. In 1989 to 1991, they completed their A' Levels at the University of London. DR. OMAR also specialized in Cardiac Surgery at IRCCS Policlinico San Donato from 2004 to 2006. Dr. Almuthanna further pursued higher education by completing an MBA in Masters in Business Administration at the University of Wollongong from 2008 to 2009. Lastly, they took part in the Mohammed Bin Rashid Program for Leadership Development (MBRPLD) at the Mohammed Bin Rashid School of Government from 2007 to 2009.

The Community Development Authority (CDA) was founded by a decree of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai in July 2008. CDA is responsible for setting up and developing a framework for social development, and aims to achieve the goals outlined in the Dubai Strategic Plans. CDA is in charge for the overall supervision to achieve social sector outputs, and provide the provisions of social services in order to create an integrated and efficient management system for the development of social services in the emirate. This includes the preparation, execution, and supervision of comprehensive strategic plans, and proposing legislation related to social services to improve the outputs of the social development sector. The core strategic objectives of CDA’s are aimed at involving the stakeholders and enhancing the relationships with them, this includes UAE nationals and residents, government authorities, business partners and volunteers. The objectives also include fund diversifying, enhancing productivity and efficiency, excellence in operations and aligning the organisational structure to the main projects and programmes.
