Rafael Arboleda has been working in the technology industry since 1981. Rafael began their career as a Placement Counselor at Technical Career Institutes, Inc., where they were responsible for screening and counseling of graduates and student (including bilingual) applying for full and part-time employment in technical, engineering and business fields. Rafael was also responsible for development of job openings by contacting various companies and Federal agencies by telephone, letter or personal contact, as well as referral of students to potential jobs and follow-up on their progress. In 1989, they joined Compulink Technologies Inc. as the CEO and President. Their duties included overseeing and streamlining the entire company’s operations, assessing new technologies for performance and growth, developing and approving partnerships with emerging technology companies, planning strategic fiscal budget while keeping an overall overhead low, developing government markets on a local, state and federal level, attending industry seminars, conventions, and meetings for business development and networking, and cultivating lead building and development as well as overseeing the company's marketing strategy. Rafael also established and currently maintains relationships with government clients on a local, state and federal level including New York Police Department, New York City Department of Health, Department of Labor, New York State Dormitory Authority, New York City Transit, New York State Office of Goods and Service and GSA.

Rafael Arboleda attended The City College of New York, where they obtained a Bachelor of Science (BS) degree in 1980.
