James Vaughn is a seasoned consultant with extensive experience in government relations, advocacy training, and historic preservation. Since 2007, James has served as a Senior Consultant at the Congressional Management Foundation, focusing on research and training for advocacy groups. In addition, James holds the position of Treasurer and Board Member at the South Asheville Cemetery Association and serves as a Commissioner for the Asheville Historic Resources Commission. James founded James Vaughn and Associates in 1990, providing strategic consulting across various political campaigns. Previous roles include Director of Business Development at Capitol Advantage and Deputy Program Manager at the General Services Administration. James is a Harvard Kennedy School graduate with a Master of Public Administration in E-government and Innovation.

Citizen trust in an effective and responsive Congress is essential to democracy. Founded in 1977, the Congressional Management Foundation (CMF) advances this goal by working directly with Members of Congress and staff to enhance their operations and interactions with constituents. CMF works directly with citizen groups to educate them on how Congress works, giving constituents a stronger voice in policy outcomes. The results are: a Congress more accountable, transparent, and effective; and an informed citizenry with greater trust in their democratic institutions.
