Holly Cartner is a seasoned consultant with extensive experience in human rights advocacy and research. Since August 2011, Holly has been self-employed, focusing on qualitative impact assessments and evaluations for non-governmental organizations, as well as providing philanthropic organizations with strategic recommendations. From June 2017 to December 2019, Holly served as Special Adviser for the Gender Project at the Global Coalition to Protect Education from Attack, where research was conducted on the effects of attacks on education, particularly for girls and women. Prior experience includes roles at Human Rights Watch from February 1990 to July 1995, where Holly established a field office in Romania, conducted extensive research on human rights abuses, and managed advocacy efforts across Europe and Central Asia. Earlier experience also includes working as a Litigation Associate at Clifford Chance Rogers & Wells. Holly holds a JD in Human Rights from Columbia Law School, a BA in Political Science from the University of North Carolina at Greensboro, and an MA in Political Science from Columbia University.
