Allen Browning Pe

Allen Browning, PE, is an accomplished engineering professional with extensive experience in geotechnical and construction materials engineering. As the President of Foundation Systems Engineering, P.C. since May 2011, responsibilities have included oversight of engineering interns and staff, project management, business development, and supervising engineering and inspection reports. Previous roles include Director of Field Operations, where project planning and staff supervision were key, as well as Geotechnical/Construction Materials Engineer, which involved foundation design, soil inspection, and environmental assessments. Additionally, Allen has served as Branch Manager at Construction Materials Laboratory, overseeing construction materials testing operations. Educational qualifications include a Master's and Bachelor's degree in Civil Engineering from Tennessee Technological University, complemented by an Associate's degree in Pre-Engineering from Northeast State Community College.

Construction Materials Laboratory

Construction Materials Laboratory was founded in 1943, and is the oldest established construction materials testing laboratory in the East Tennessee area having served surrounding cities in Tennessee, Arkansas, Alabama, Kentucky, Virginia, West Virginia, North Carolina and Georgia. The corporate headquarters are located in Knoxville, Tennessee. CML's Corporate office is located in Knoxville TN, with a branch office located in Johnson City, TN. Scott Fitzgerald is the President and General Manager of the CML office located in Knoxville, TN. Allen Browning is the branch manager of the Johnson City, TN operations. During these 70 years, we have maintained a continuous membership in the American Society for Testing and Materials, ASTM, and a long-standing membership in the American Concrete Institute, ACI. Construction Materials Laboratory has demonstrated proficiency for the testing of construction materials and has met the requirements of AASHTO R18 set forth by the AASHTO Highway Subcommittee on Materials. We maintain a Certificate of Accreditation from the American Association of State Highway and Transportation Officials ASSHTO Accreditation Program. Projects range in size from small to large single/multi story residential, commercial structures, parking and driving areas, strip shopping centers, airports, city streets, 6-lane highways, multi-story buildings with parking garages, bridges, earth dams, retaining wall, landfills and truck terminals, tanks, water and waste water plants, warehouses, industrial parks, load testing of existing structures, landslides and sinkholes. During the past 70 years, we have worked on almost all imaginal projects, from large to small. Our clients include Owners, Contractors, Engineers, Architects, Developers, Realtors, Surveyors, Utility Districts, Federal, State, County, and City Governments.
