Vince Billingham

Vince Billingham is a seasoned water treatment professional with extensive experience in the water industry, currently serving as a Water Treatment Plant Operator IV at Contra Costa Water District since July 2023. Prior roles include Water Treatment Technician positions at the City of Fort Worth and City of Arlington, where responsibilities involved operating surface water treatment plants and utilizing advanced disinfection methods. Vince previously operated two surface water treatment plants at Contra Costa Water District and led operations at three treatment facilities while serving as an Advanced Treatment Facilities Operator at Alameda County Water District. Vince's career also includes military service as a Utilities Manager in the US Air Force Reserve and early experience in facilities maintenance and plumbing with Lockheed Martin and the United States Air Force. Vince holds education credentials from Solano Community College.
