Paul Lowell

Paul Lowell is a seasoned professional in public affairs and policy, currently serving as Chief Administrative Partner and Co-Founder at Converge Public Strategies since June 2018. Prior to this role, Paul held the position of Public Affairs Director at Foley & Lardner LLP from December 2010 to June 2018. Paul's career includes significant roles within the Florida House of Representatives, where responsibilities ranged from Council Director for the Education Policy Council to Deputy Council Director for the Health & Family Services Policy Council, and Staff Director for the Health Quality Committee from November 2006 to December 2010. Additionally, Paul was Policy Chief for Health and Human Services at the Executive Office of the Governor under Governor Bush from October 2004 to November 2006, and served as Policy Liaison in the Office of the Speaker and Analyst for the Policy and Redistricting Council from October 2001 to October 2004. Early career experience includes a legal internship with the Enforcement Division at the US Securities and Exchange Commission in late 1999. Paul holds a J.D. from Cooley Law School and a B.S. in Administration of Justice from Liberty University.
