Dr. Kelly Bailey

Dr. Kelly Bailey is an accomplished professional with extensive experience in business ownership, leadership, and education. Serving as the Owner and President of Cooper Resources LLC and Bailey Pipeline Construction & Premier Earthworks since May 2018, Dr. Bailey has led a certified woman-owned business specializing in pipeline construction, inspection, and Horizontal Directional Drilling (HDD) since 2009. Previous roles include Owner/Executive Consultant at Propel Executive Resources, President of Community HigherEd, Chief Operating Officer at Girl Scouts of Eastern Oklahoma, CEO & Executive Director at Sweet Adelines International, and Vice President of Sponsored Programs and Administrative Affairs at Oral Roberts University. Dr. Bailey holds a Doctor of Education in Higher Education & Adult Learning and a Doctor of Philosophy in Occupational & Adult Education, along with a Master’s degree in Human Resources Management and a Bachelor’s degree in Human Resource Development/Organizational Psychology.
