As a Senior Consultant at CostQuest, Richard's supports multiple state, federal and private clients in valuation, policy development, business development, and modeling. Richard joins CQA from CenturyLink, where he was formerly the Director of Government Operations. He has extensive experience with telecommunications policy, regulation, cost modeling, and data analysis. Richard brings extensive skills & expertise to CostQuest's team, helping participating organizations expand broadband service to unserved locations.
