The Council for Opportunity in Education is a nonprofit organization, established in 1981, dedicated to furthering the expansion of college opportunities for low-income, first-generation students and students with disabilities throughout the United States. Its membership includes more than 1,000 colleges and agencies. Through its numerous membership services, the Council works in conjunction with colleges, universities, and agencies that host TRIO programs to specifically help low-income students enter college and graduate. More than one million low-income and disabled students each year receive college access and retention services through our member colleges and agencies.

The Research and Program Development team at the Council for Opportunity in Education supports the creation and refinement of initiatives that improve college access and success for low-income, first-generation students, and students with disabilities. This team conducts comprehensive research, develops innovative programs, and provides training and workshops to ensure effective implementation and impact measurement of these initiatives. They work collaboratively to support TRIO programs and other member institutions with data-driven solutions and evidence-based practices to enhance student achievement and retention.
