Joshua Lovell

Director, Policy And Planning at Council of Ontario Universities

Joshua Lovell, PhD has extensive work experience in various policy and research roles. Joshua is currently serving as the Director of Policy and Planning at the Council of Ontario Universities, where they provide leadership in research and analysis of policy issues impacting Ontario institutions. In this role, they also collaborate with university members and provides strategic advice to various affiliated councils and working groups.

Prior to their current position, Joshua worked at the Ontario Ministry of Health from 2014 to 2022, taking on roles such as Manager, Team Lead, Senior Program Consultant, and Policy Analyst. In these positions, they led project/policy teams, delivered strategic advice to ministry executives, coordinated multiple initiatives, and analyzed complex healthcare challenges. Joshua also supported senior management in decision-making processes and developed relationships with stakeholder groups.

Before their time at the Ministry of Health, Joshua was a Senior Project Coordinator at the Council of Ontario Universities from 2013 to 2014. Joshua planned, designed, and evaluated projects related to accessibility and mental health for publicly funded universities in Ontario. Joshua also managed relationships with key stakeholders and procurement contracts to ensure timely project delivery.

Joshua's earlier experience includes working as a Senior Consultant at Health Innovations Group, where they conducted research, facilitated group discussions, and co-authored consulting proposals. Joshua also served as a Committee Member for the WALK for ALS initiative at the ALS Society of Ontario.

Additionally, Joshua held positions as a Publications Assistant at CIGI, an Event Administrator at LiveHive Systems, and a Balsillie Fellow at CIGI. Joshua also worked as an Off-Campus Don and a Library Clerk at the University of Waterloo.

In 2006, Joshua worked as an Analyst at Human Resources and Skills Development Canada, where they assessed the needs and skills of Canadian seniors to inform public policy. Joshua conducted research on income programs for seniors, literacy rates among seniors, and compiled findings in a report for the Director of OAS Policy.

Joshua Lovell, PhD, completed their education at McMaster University, where they received their PhD in History from 2009 to 2013. Prior to that, they earned their MA in History from the University of Waterloo in 2007-2008 and their BA in History from the same university from 2002 to 2007.
