Cibrán Fernández Silva is an experienced foreign policy advisor currently serving at the Council of the European Union since December 2019, providing counsel to both President Antonio Costa and former President Charles Michel. Prior to this role, Cibrán worked as a Senior Advisor in the Office of the Spanish Prime Minister from July 2018 to December 2019, and held various positions within the PSOE party, including Advisor to the Secretary General and Head of International Relations. Cibrán co-founded Political Markets and has significant experience at the European Commission as a Project Manager focusing on Pre-Accession matters in Turkey. Earlier roles include advisory positions at INECO-TIFSA and Xunta de Galicia. Educational qualifications include a Master's degree in European Politics and Policy from The London School of Economics, an Executive MBA from The University of Sheffield, and a Licentiate degree in Sociology from Universidade da Coruña. Cibrán is also a member of the Alumni Association of the Barrie Foundation.
