Giacomo Rugge

Giacomo Rugge is a legal advisor at the Council of the European Union since January 2023. Previously, Giacomo served as a senior research fellow at the Max Planck Institute for Comparative Public Law and International Law from January 2021 to December 2022 and as an adjunct professor of EU Law at Università Cattolica del Sacro Cuore between September 2019 and October 2022. Giacomo's experience also includes roles as a research fellow at the Max Planck Institute (2014-2020), a contract agent at the European Parliament Legal Service (2016), and various internships at notable institutions such as Banca d'Italia and the European Parliament. Giacomo holds a PhD in EU Law from Goethe University Frankfurt and a Laurea Magistrale in Giurisprudenza from Università Cattolica del Sacro Cuore, complemented by an Erasmus exchange at Friedrich Schiller University Jena and foundational education at Liceo Ginnasio Giovanni Prati.
