Velanda Joyner

Velanda Joyner, PHR, SHRM-CP, serves as a Human Resources Manager at the County of San Diego since November 2001, and has also held the position of Departmental Human Resources Officer. Prior to this role, Velanda was the Battalion Sergeant Major for the United States Marine Corps from July 1998 to October 2001, providing strategic management and operational advice while overseeing disciplinary reviews. Velanda holds a Master's degree in Education Instruction from Central Michigan University and a Bachelor's degree in Management from Park University.
