David Tolliver

David Tolliver has a diverse work experience spanning over several roles and industries. David most recently served as the Deputy Director of Operations at the County of San Joaquin since August 2021. Prior to that, they worked as the Assistant Director of General Services at San Joaquin County from June 2019 to August 2021.

From 2014 to 2019, David was employed by the City of Stockton, CA, where they held positions such as Program Manager III and Program Manager II. In these roles, they were responsible for providing city residents with services in policy development and program planning and implementation. David also worked in the Community Development Department, overseeing staff, preparing reports, negotiating contracts, and representing the city in meetings with public agencies.

Before their time in local government, David worked as a Principal Consultant at DST Business Consulting, where they reviewed and updated policies, procedures, and protocols for the business office. David also developed on-site handbooks and served as a coordinator for a district boundary study.

David's earlier experience includes working as the Business Services Manager at the Merced County Office of Education, where they organized and directed accounting and budgetary operations for the Special Education department. Additionally, they served as the Executive Director at Comprehensive Continuum of Services, collaborating with the Board of Directors to evaluate, plan, and implement organizational affairs.

David started their career at Kings View Work Experience Center, first as the Operations Manager/Independent Living Program Coordinator from September 1999 to June 2003, and later as the Operations Manager from June 2003 to June 2005. In these roles, they handled fiscal management, program development, client services, and contract negotiation.
