Kay Moyer

Regulatory Affairs Director at CRD Associates

Kay J. Moyer joined CRD Associates in May 2022 as is the Director of Regulatory Affairs. Prior to joining CRD, Kay was a senior program officer for clinical affairs at the Infectious Diseases Society of America (IDSA).

At IDSA, Kay worked on physician payment issues, monitoring Federal regulations such as the Medicare Physician Fee Schedule, Conditions of Participation, Inpatient Prospective Payment System and other regulations that may affect infectious diseases physicians. As the staff liaison to the IDSA Clinical Affairs Committee, Kay was integral in developing and authoring regulatory comment letters, as well as leading the committee in creating a coding manual for evaluation and management services. Kay also supported the IDSA Telehealth Workgroup to develop resources for IDSA members. Those resources were designed to help members become more fluent with the use of telehealth technologies. Recently, Kay has assisted with projects to highlight the value of the infectious diseases physician (ID) within in the healthcare system and has advocated for improved reimbursement for the work of the ID physician.

In addition to more than 10 years as a health policy consultant and more than six years at IDSA, Kay spent time working at the American College of Radiology (ACR). While working at the ACR, Kay co-authored a joint publication for the ACR and American Medical Association that provided coding guidance for radiology exams and reports. Ms. Moyer also has clinical experience as a surgical technician, emergency medical technician, and as a nurse’s assistant at The Great Ormond Street Hospital for Children in London, England.

Kay received her bachelor’s degree in biology from Penn State University and earned her master’s degree in Health Care Management from Marymount University in Arlington, VA.
