Gloria Steele

Gloria Steele serves on the Global Advisory Board at Creative Associates International and as Chairperson at DevelopMetrics since November 2023. A Board member of the Society for International Development, United States (SID-US) since August 2022, Steele previously held the position of Chief Operating Officer at CARE from May 2021 to August 2023, where responsibility included leadership over programs and operations. In early 2021, Steele was appointed Acting Administrator of USAID by President Biden, overseeing a smooth transition of humanitarian and development programs. With a career at USAID spanning four decades, Steele has held various leadership roles, including Senior Deputy Assistant Administrator for multiple bureaus, leading significant programs and managing multimillion-dollar budgets across Asia, Europe, and Global Health. Steele holds a Master of Science in Agricultural Economics from Kansas State University and a Bachelor's degree in Business Administration and Management from Miriam College in the Philippines.
