Candice Horton

Ms. Horton, a certified Housing Choice Voucher (HCV) Occupancy and Housing Quality Standards professional, possesses approximately 20 years of experience in the affordable housing industry, focusing on HCV operational efficiencies, program and policy compliance, and technology innovation.

Ms. Horton has worked with the Chicago Housing Authority (CHA) since their implementation of Yardi in 2005 and participated in all CHA Yardi system upgrades as a super user and trainer. As part of CVR's CHA engagement, she serves as the HCV program and technology liaison working to implement Yardi best practices to improve the HCV program.

Ms. Horton acts as the Technology Director for CVR’s business solutions, such as CVR’s proprietary file review software, workflow tracking solutions, portals, and inspection management system, which have all been designed to integrate with various systems used by PHAs. She is the technical lead for all of CVR’s clients, aiding them in the assessment of software used across business processes, completing system upgrades, and product add-ons.

Before joining CVR, Ms. Horton worked for more than ten years managing various aspects of the HCV Program, including recertifications, moves, program integrity, community outreach, the Mobility Program, and the Family Self-Sufficiency Program.
