Charmainne Johnson-Davis

Mrs. Johnson-Davis has over 30 years of experience in the affordable housing industry. In this capacity, she serves as Deputy Program Director for CVR’s engagement with the HCV Program of the Chicago Housing Authority and oversees Marketing, Communications, and Owner Services. She completed a six-year tenure of responsibility for the program-wide operation of inspections, the customer call center, landlord services, communications, and over 27,000 of the program’s 47,000 vouchers. As the leader of more than 200 staff, she retained SEMAP High Performer status and zero single audit findings for five years.

Mrs. Johnson-Davis previously served as Deputy Executive Director of the HCV program at the Kansas City Housing Authority, where she brought an under-utilized program to full occupancy and reduced the per unit monthly cost by 10%. Key accomplishments include the development and implementation of the Welfare-to-Work Voucher Program, a total tenant-based voucher allocation increase from 4,500 to 7,600 vouchers, the creation of an internal audit department, and a construction activity review that resulted in a substantial recapture of dollars spent in the Job Order Contracting Program.

Mrs. Johnson-Davis holds a Bachelor of Arts degree from the University of Cincinnati.
