Ms. Willingham has 14 years of affordable housing experience and 20 years of accounting expertise in the federal government.
She was the Director of the Prevention, Recovery, and Transformation (PRT) Team in HUD’s Office of Public and Indian Housing (PIH), overseeing the receiverships and monitorships, insolvency initiative, risk mitigation, repositioning, the Public Housing Agency Recovery and Sustainability (PHARS) process, the administrative and judicial receivership budget, and the first-ever Notice of Funding Opportunity (NOFO) for troubled, substandard, receivership, and at-risk housing authorities. She also served as the Division Director in the Fort Worth Office of Public Housing and as a Supervisory Enforcement Analyst and Financial Analyst in the Departmental Enforcement Center. Her expertise includes combining programmatic and accounting knowledge to solve complex problems and fostering collaborative relationships and a strong organizational culture.
Ms. Willingham is a Certified Public Accountant (CPA), Certified Internal Auditor (CIA) with a Certification in Risk Management Assurance (CRMA), Certified Fraud Examiner (CFE), and Certified Government Financial Manager (CGFM). She earned her bachelor’s degrees from Texas Christian University and her MBA from the University of Texas at Arlington.
