Deanna Leggett

EVP, Growth & Regional Development at Dallas Area Rapid Transit

Deanna Leggett is currently the EVP of Growth & Regional Development at Dallas Area Rapid Transit. Prior to this, they were the Chief Operations Officer at Bowman Engineering & Consulting from August 2018 to December 2019. In this role, they managed business development strategy and identified new market opportunities. Deanna also oversaw the performance of staff and managed recruitment efforts to meet resource needs of upcoming opportunities. Furthermore, they provided project management and consulting support for transportation and other public sector projects. Finally, they served as a subject matter expert for rail activation, transit operations, service planning, public involvement, federal regulatory requirements, alternative delivery and capital project funding and financing.

Before their time at Bowman Engineering & Consulting, Deanna Leggett was the Region Vice President of the Southwest at First Transit from December 2015 to August 2018. In this role, they oversaw public sector Transit Contracting (turn-key) contracts and business development activities in the Southwestern United States, which include Arizona, California, and Nevada. Her clients included independent authorities, municipalities, regional agencies, airports and county governments. The contracts that they oversaw carried over 80 million passengers with annual revenues over $200 million.

Deanna Leggett has a Master's Degree in Public Administration from The University of Texas at Arlington, an Executive Leadership Program from University of Arizona - Eller College of Management, and a Bachelor of Science in Theirtory/Political Science from Union University. Deanna is also certified by the American Planning Association as a Certified Planner (AICP) and by ASQ - World Headquarters as a Certified Manager of Quality/Organizational Excellence (CMQ/OE).

Deanna Leggett reports to Nadine S. Lee, President & CEO. They work with Gabriel Beltran - VP, Diversity & Inclusion-Employee, Nicole Fontayne-Bárdowell - EVP & Chief Administrative Officer, and Edie Diaz - VP, Government & Community Relations. Bonnie Murphy - VP, Commuter Rail, Railroad Management, Kay Shelton - VP, Capital Planning, and David Ehrlicher - VP, Capital Design & Construction report to Deanna Leggett.
