Vann Starr

Vann Starr is an experienced engineering and construction management professional with a career spanning over two decades. Currently serving as Engineer III at David Evans and Associates, Inc. since July 2015, Vann has held various key roles including Owners Representative and Construction Manager at AM Technical Solutions, Inc. since May 2011, and Construction Manager for Portland Parks with the City of Portland from November 2006 to April 2011. Previous experience includes positions as Owners Representative and Construction Manager at Heery International, Inc. and Project Manager at Baugh Industrial Contractors. Vann holds a Master’s degree in Construction Management and a Bachelor’s degree in Architecture from the University of Oklahoma.
