David Gell

David Gell is an experienced professional specializing in policy and strategy within the environmental sector. Currently serving as the Head of Policy & Strategy for the Deposit Return Scheme at the Department for Environment, Food and Rural Affairs since September 2018, David leads initiatives in policy design, stakeholder engagement, and the management of the Deposit Management Organisation. Previously, David held the position of Senior Policy Advisor in the Environmental Quality and Regulations Directorate, where responsibilities included EU Exit planning and waste industry operational readiness. Before joining the Department for Environment, Food and Rural Affairs, David was a Senior Associate Management Consultant at PwC, focusing on transformational consultancy for public sector clients. Early career experiences include internships at Javelin Group and PwC, where David gained valuable skills in management consultancy and data analysis. David holds a Bachelor's Degree in Geography from Durham University.
