Tom Hales is a seasoned professional with extensive experience in technical rescue and emergency management. Currently serving as Director at Technical Rescue International Limited since July 2019, Hales specializes in technical rescue training and capacity building for emergency services both in the UK and internationally. Additional roles include serving as a Technical Expert (Flood) for the European Union Civil Protection Mechanism and as National Tactical Advisor for Flood and Swift Water Rescue with the Department for Environment, Food and Rural Affairs. Hales has also volunteered as a rescue technician and trainer with SERVE ON, responding to global emergencies. Other notable positions include membership on the United Nations Simulations and Training Network Steering Group, as well as past roles on the Board of Directors for the International Technical Rescue Association. Hales holds a Master's degree in Crisis and Disaster Management from the University of Portsmouth and a BA Hons in International Relations from the University of Sussex.
