David W. Additional experience includes serving as an independent contractor for Premier, Inc. on bundled payment design and as Chief Medical Officer for BlueCross BlueShield Minnesota, where significant improvements in informatics and disease management were achieved. David W. Plocher holds a Doctor of Medicine degree from the University of Minnesota Medical School and a Bachelor of Arts, magna cum laude, in Biology from the University of Minnesota, complemented by training at the United States Naval Academy.
