Luis Fernando Morales

Luis Fernando Morales is a professional with extensive experience in technology and public investment programming. Currently serving at the Departamento Nacional de Planeación as a Profesional de la Dirección de Programación de Inversiones Públicas since February 2023, Luis is involved in the development of the SISPACTOS information system for national management. Previously, at the Agencia Nacional de Infraestructura from 2014 to 2022, Luis created and managed 30 data reports using Microsoft Power BI, aiding in decision-making for concession projects and environmental management. Earlier roles include technical management of emergency response consulting at Antea Group, HSE contracting at SGS, and coordinating IT functions at FOPAE, where Luis implemented Oracle RAC for database management. Luis holds degrees in Strategic Project Management and Computer Science, complemented by specialization in IT Management.
