Mark Higgins has a diverse background with extensive experience in various roles and companies. Mark began their career as a Mechanical Engineer at Advanced Technology and Research in 1991. From there, they worked at PerkinElmer Fluid Sciences, where they held multiple positions including Design Engineer, Engineering Team Leader, Engineering Manager, Operations Manager, and finally, Engineering Manager for the Static Seal Business. Following their time at PerkinElmer, they joined Eaton Aerospace as a Product Manager and later became a Program Manager. Mark then worked at Bechtel Power Corporation as a Senior Mechanical Engineer before moving on to the U.S. Department of Energy (DOE). At DOE, they held various roles including Wind and Water Power Program Program Manager (Acting), Wind Technology Lead (R&D), Chief Operating Officer, and Deputy Director (TPMD) Loan Guarantee Office. Mark has demonstrated strong leadership, technical expertise, and the ability to manage complex projects throughout their career.

Mark Higgins has a Bachelor of Science degree and a Master of Science degree in Mechanical Engineering from the University of Maryland, from 1984 to 1989 and 1984 to 1991 respectively. Mark also attended Excellence in Government at the Partnership for Public Service from 2012 to 2013.
