Cara Skelly

Cara Skelly is a Program Specialist at the U.S. Department of State, focusing on the Office of Foreign Assistance since August 2023. Previously, Cara served as a Graduate Research Assistant at Foreign Policy and a Policy Planning Intern at the United Nations Foundation. Cara's experience includes working as a Program Support Specialist at USAID, where responsibilities involved supporting democracy and governance initiatives, and extensive roles at FHI 360 within the International Visitor Leadership Program. Earlier experiences include internships at the Atlantic Council, the German Marshall Fund of the United States, and teaching English in Germany through the Fulbright program. Cara holds a Master’s degree in International Relations from Johns Hopkins School of Advanced International Studies and a Bachelor’s degree from Colgate University in German Language and Literature and Middle Eastern and Islamic Studies.
