Gemma Bains

Gemma Bains is a seasoned professional with extensive experience in transformation and portfolio management across various sectors. Currently serving as Assistant Director of Transformation & Portfolio Management at Derbyshire County Council since February 2023, Gemma previously held the position of Strategic Portfolio Manager at De Montfort University for five years, overseeing the management of the strategic portfolio. Prior to that, Gemma worked at Birmingham City Council as Head of Programmes, managing the People Change Portfolio in key areas such as Adults, Children’s, and Public Health. Gemma began a career in local government at Staffordshire County Council, holding multiple roles including Project Manager and Project Support Officer. Gemma's academic background includes a Post Graduate Diploma in Local Government Management from the University of Warwick and a Bachelor of Science degree in Public Policy and Management & Sociology from Aston University.
