Julia Schäfer is an experienced evaluator currently working at DEval - German Institute for Development Evaluation since January 2025. Prior to this role, Julia served as a Project Manager and Consultant at GOPA Worldwide Consultants from October 2022 to January 2025, focusing on Monitoring, Evaluation, and Learning. DEval - German Institute for Development Evaluation

The principal goal of DEval - the German Institute for Development Evaluation (Deutsches Evaluierungsinstitut der Entwicklungszusammenarbeit) is to independently conduct strategic evaluations on German development cooperation. The institute also helps to improve methods and standards of evaluation and promotes evaluation capacity development (ECD) in partner countries of German development cooperation. Through its independent, research-based evaluations, DEval supports the German Federal Ministry for Economic Cooperation and Development (BMZ) and its implementing organisations as well as NGOs in their efforts to improve German development cooperation. DEval also reports to the German Bundestag. Through providing evaluation based evidence, the institute supports the legislative in performing its parliamentary functions. DEval builds strategic partnerships with evaluation and research organisations and disseminates its work to policy-makers, implementing agencies, research and the broader public in order to generate an evidence-based dialogue on how to improve German development cooperation.
