Moira Whelan

Moira Whelan is a seasoned national security communications professional currently serving as the Director of Democracy and Technology at the National Democratic Institute since May 2020. Prior roles include Partner at BlueDot Strategies and Deputy Assistant Secretary for Digital Strategy at the U.S. Department of State, where significant contributions involved leading the digital transformation of flagship accounts and executing large-scale global events. Whelan has also held positions at USAID, the U.S. Department of Homeland Security, the National Security Network, Harvard University's Belfer Center, the U.S. House of Representatives, and the Center for Strategic and International Studies. Whelan holds a Master’s degree in International Relations and Affairs from Old Dominion University and a Bachelor’s degree in Political Science from Regis University.
