Mark Carter

Mark Carter is a distinguished legal professional with extensive experience in labor law. Currently serving as a Partner and Labor Practice Group Chair at Dinsmore & Shohl LLP since January 2003, Mark has previously held the position of Chairman at the Federal Service Impasses Panel from July 2017 to February 2021 and was a member of the Panel from April 2002 to February 2009, where involvement included resolving collective bargaining impasses for federal employees. Prior to this, Mark spent over 16 years as a Partner at Heenan, Althen & Roles, a boutique labor firm specializing in labor and employment law. Mark holds a B.A. in Communications and Marketing from the University of Michigan, as well as legal education from Loyola University New Orleans and West Virginia University College of Law.
