Deacon Francis McGuinness has extensive experience in risk management and public safety within the Diocese of Rockville Centre, serving as Assistant Risk Manager since October 2014 and previously as Associate Risk Manager from 2007 to October 2014, and Business Manager from January 1994 to June 2007. Prior to joining the Diocese, McGuinness held the position of Lieutenant at the New York City Transit Police Department from May 1972 to November 1994. McGuinness holds a Bachelor of Science degree in Criminal Justice from John Jay College (CUNY), where education commenced in 1970 and continues to the present, alongside training from The National Emergency Response & Rescue Training Center, collaborating with DHS and ODP.
