Victor Young

Victor "James" Young, Ph.D., BCBA, is a seasoned educational leader with extensive experience in early childhood education and special education. Currently serving as the Manager of Communication and Early Learning Supports for District of Columbia Public Schools since February 2024, Young also contributes as a Policy and Advocacy Committee Member and Executive Board Member for the Division for Early Childhood. Previous roles include Director of Early Childhood Education Performance at the Kennedy Krieger Institute, Project Administrator at The Johns Hopkins University, and Special Student Services Coordinator for Richardson Independent School District. Young's expertise spans training, compliance, curriculum management, and inclusive practices, supported by a robust educational background including a Ph.D. in Interdisciplinary Learning & Teaching and multiple degrees in education.
