Previously, Jay served as a Trustee at Concord Regional Visiting Nurse Association from 2007 to 2011. Jay holds a Doctor of Law (JD) from Western New England University School of Law, completed in 1995, and a Bachelor of Science (BS) in Economics from The Wharton School, earned between August 1985 and May 1988.
