Thomas Wolch has over 30 years of experience in the field of traffic engineering. Thomas'smost recent position was as a Senior Traffic Engineer at Horrocks, where they are currently employed. Prior to this, they worked as a Traffic Engineer at WSP USA from February 2019 to April 2020.
Thomas has extensive experience with city government, having worked at the City of Phoenix as a Traffic Signal and Street Lighting Engineer from April 2013 to February 2019. In this role, they managed the traffic signal and street lighting functions for the Street Transportation Department, including overseeing programs such as the Accessible Pedestrian Signal Push Button, Warranted Signals, and Left Turn Arrow Programs.
Before joining the City of Phoenix, Thomas worked at the City of Henderson as a Transportation Program Coordinator from January 2008 to October 2012. In this position, they performed long-range transportation planning for the roadway network and managed the regional transportation planning model for the city. Thomas also prepared an annual capital improvement plan.
From 2005 to 2008, Thomas served as the Principal ITS Traffic Engineer at the Regional Transportation Commission of Southern Nevada. In this role, they acted as the lead engineer for the engineering section of the FAST division and conducted evaluations on the effectiveness of ramp meters in the Las Vegas Valley. Thomas also supervised and managed intelligent transportation system projects.
Prior to their work at the Regional Transportation Commission, Thomas worked as a Principal Civil Engineer at Clark County from July 2002 to March 2005. In this position, they supervised a three-person office staff and reviewed traffic impact studies and civil engineering plans for land development projects, including major resort hotel and casino projects.
Thomas began their career in traffic engineering at Washington County in January 1991. During their time there, they prepared plans, specifications, and estimates for traffic signals, roadway illumination, signing, and pavement markings for county roadways. Thomas also developed and implemented traffic signal timing plans for both isolated and coordinated system operations.
With their extensive experience in traffic engineering across various organizations and roles, Thomas Wolch has developed a comprehensive skill set in traffic signal management, street lighting, transportation planning, and engineering project management.
Thomas Wolch (P.E., P.T.O.E.) holds a Doctor of Law (J.D.) degree from Lewis & Clark College. Thomas also obtained a Bachelor of Science (B.S.) degree in Civil Engineering and a Master of Science (M.S.) degree in Civil Engineering, both from the University of Washington. In addition, they have received certification as a Professional Traffic Operations Engineer from the Transportation Certification Board.
